I AM interested in a recent notice issued by Education secretary Dr Uke Kombra.
He issued a strong warning against schools who overcharge parents.
Kombra said school administrations and officers who overcharge parents will be charged and suspended.
He is forgetting that he does not have any authority over teachers and school principals.
The agency that has the authority to deal with teachers is the Teaching Service Commission and those authorised by the commission (such as school inspectors).
What Kombra should have mentioned is to refer those overcharging fees to the Teaching Service Commission and the authorised persons.
Kombra mentioned referring those who overcharge fees for compulsory inspection.
Again, he has erred in applying a wrong penalty for a wrong offence.
This is because referring teachers for compulsory inspection only applies to incompetency relating to teaching responsibilities such as lack of lesson preparation, lack of carrying out proper student assessments and related issues.
Such actions cannot be applied to those who overcharge fees.
Proper advice needs to be given to the secretary.
Otherwise, teachers ought to know their rights.
They need to know the rightful authority who has the power to charge/suspend them.
