Who’s responsible for PMVs?

 PMVs are continuously increasing bus fares during rush hour in the morning and evening. Is this approved by the authorities or a result of the increase in fuel prices? Long and short routes charge the same fares. How can that be possible? Also, buses are not running on their designated routes and are being changed illegally. Buses do not respect other motorists. I hardly see bus drivers and their crews being charged. Who is responsible?
