Who owns water from rivers?

 PRIME Minister Peter O’Neill and the NEC must assume that water is a lasting resource. Today, landowners are benefiting from resources that are mined from their land. If water is regarded as one of the resources that will be piped to Australia, then O’Neill and the NEC must notify the people living along with river as to how they will benefit from it. The water and river are not owned by a particular man. So, who is the rightful owner?
