Why give K1.5mil to Electoral Commission

THANK you to the Government for funding the 2022 general election with K400 million as requested by Electoral Commissioner Simon Sinai.
This gives us the assurance that there should not be any issues regarding funding because what has been requested has been given.
However, in yesterday’s The National, it was reported that the National Capital District Commission (NCDC) has given the Electoral Commission K1.5 million to run the election.
This is in addition to the K400 million given by the Government.
Why is the NCDC giving this huge amount of money again to the Electoral Commission?
This money should have been used to secure land for displaced Port Moresby residents.
If this is not enough, the commission should have invested this money to improve the image of Port Moresby.
The city is full of rubbish everywhere you go.
People litter almost everywhere.
Potholes are getting bigger and roads in many suburbs are bad.
Is NCDC doing this with the right frame of mind?
With the academic year starting and the Coronavirus (Covid-19) pandemic causing havoc to many poor parents in the city, this money should have been used to subsidise school fees for children in the city.
Why divert it to the Electoral Commission when they already got what they requested from the Government?
