Why spend K2.2mil to hunt one criminal?

THE K2.2 million allocated to manhunt wanted criminal Tommy Baker for 60 days is totally unrealistic and unnecessary.
That’s a lot of money to be spent on one fugitive.
Police Commissioner David Manning should be more strategic, instead of being financially dependent.
The constabulary’s corporate plan stated that the force needs K3.9 billion to maintain its aging infrastructures around the country.
We know that the Police Department has a bad reputation of costing the State a lot of money in compensating people for a few rogue police officers’ inhuman actions.
The Government would have to spend almost half of its annual budget to cater for the force’s needs.
I believe the Police Department can do better in terms of policies and changing the force’s bad reputation instead of asking for more money.
As a concerned citizen and taxpayer, I see that K2.2 million allocated for 60 days just to hunt Baker is not justifiable.
