ALL development plans and budgets of Government departments, agencies, provincial and local level governments down to the ward level will now be aligned with the country’s Vision 2050, the Chief Secretary to Government Manasupe Zurenuoc announced yesterday.
In doing so, Mr Zurenuoc had also directed provincial administrators to immediately bring their provincial, district and local level government plans into line with the national strategic plan.
Mr Zurenuoc was addressing provincial administrators at their three-day workshop on Vision 2050 began in Lae yesterday.
The workshop is being held to secure the support of the provinces to implement programmes that will effect Vision 2050.
He told the administrators, it is the direction of Prime Minister Sir Michael Somare that programmes and strategies to implement Vision 2050 be implemented without delay to ensure the majority of the people of Papua New Guinea receive and enjoy the full benefits of Government services.
“Strategic planning and coordination among all the stakeholders for service delivery has been on the agendas for successive Governments since independence.
“Yet, the combined efforts to make this work to guarantee effective service delivery have left us all disappointed, even angry that we have failed terribly in making our rural communities healthy, wealthy and secure through effective service delivery,” Mr Zurenuoc said.
He said Vision 2050 gives everyone “the best chance yet to do things differently, better and more effectively and in synergy with everyone else’s efforts in nation building.”
“We must take the chance offered to us by the Vision,” Mr Zurenuoc said.
He told the administrators that all their future plans and budgets must include the set minimum priority areas in health, education, transport, agriculture, HIV/AIDS and village courts.
He also told them their budgets and plans must reflect the importance and highest priority given to human development.
In a circular to the heads of Governments departments and agencies, Mr Zurenuoc said Prime Minister Sir Michael Somare emphasised the importance of getting things right from the start to ensure that the first 10 years of implementing Vision 2050 set the benchmark achievements from which future Governments can take stock, review and realign the country’s implementation programme.
