Abel, who will be tied down with other commitments, said he had informed Raminai to officiate on behalf of the Government.
However, Abel said he would be available for the closing ceremony.
Basketball Federation of Papua New Guinea (BFPNG) executive officer Stephen Damien said Fiba Oceania director David Crocker would arrive today for the opening ceremony.
Stephen said the opening ceremony will start at 7pm.
He said tickets for the ceremony were going for K2 per person.
Basketball Federation of Papua New Guinea president Nick Daroa said he was looking forward to Raminai getting the tournament underway.
