Apec duty

CAN the Correctional Services hierarchy explain to officers serving in institutions around the country as to why only officers from Bomana, headquarters and some individuals were selected to be on Apec duties?
This is very unfair as most times, it is only CS officers at Bomana who are given such opportunities and privileges of national events hosted in the country.
The hierarchy should give such opportunities fairly to officers in all institutions around the country instead of being selfish, greedy and biased.
