Australia not doing enough for league in PNG

WHY can’t Australia allow PNG players to play in Queensland rugby league competition or NSW rugby league competition?
If 30 or more PNG players were to play in the NRL, then I believe it will be hard to beat PNG in any Test match.
The Australians are aware of this and that is the reason why they are making it hard for PNG players to play in Australia compared to the English Super League.
It is very hard for a PNG player to get a visa compared to a New Zealander or any Pacific islander.
New Zealand and England give a lot of scholarships to young Fijian boys to go play rugby in their respective country.
That is why we see so many young Fijian boys playing rugby.
Why can’t Australia do the same for our PNG boys? 
I have been in Fiji for four years and to see Fijian boys recruited every year to go and play rugby league in Australia is a big slap in the face as a Papua New Guinean.
Just recently, an 18-year-old Fijian boy was signed by St George Illawara, making him the ninth Fijian in the team.
It makes me wonder what type of criteria is used by the Australians on Papua New Guineans.
