Autonomy and the economy

AUTONOMY, in other words, means partly independence, referring to those provinces getting greater autonomy. Capacity includes all the government institutions that form the government, like education, health and agriculture.
Finance is the main factor that plays a major role in all sectors of government institutions, therefore according to our country’s financial report, the debt level has gone up to K24 billion and the country is running with borrowed money.
My question is when will the Government release the Autonomous Region of Bougainville and give it its long-awaited independence? How is the capacity of those three provinces that were declared autonomous? How will they manage the autonomous government?
