IN view of the current political crisis and frequent motion of no confidence in Parliament, there are calls in the media abroad (RNZ, ABC) for a change to a more stable presidential political system.
However, PNG’s constitution was developed by means of an extensive process of applying the “Melanesian values of participation, consultation, and consensus” from the beginning.
And the various reasons why the founders decided against a presidential political system can be studied in detail in their reports.
Overall, PNG’s constitution has proven to be very good and Papua New Guineans can rightly be very proud of it.
Motion of no confidence is meant as sort of an emergency valve.
If a prime minister turns out to be a complete failure, the situation would fix itself instead of waiting until the next election to resolve it.
To address the problem of too many motion of no confidence, amend the Constitution by introducing the requirement of a two-third majority.
