NATIONAL Information and Communications Technology Authority (Nicta), the premier government agency responsible for regulating the ICT industry in PNG, has gone to the dogs.
Nicta has become toothless and useless in carrying out its regulatory functions.
If the government is serious about fighting corruption and gross mismanagement in state agencies, then it should look no further than Nicta.
Immediate action should be taken to halt the rotting and outright thieving that is taking place there.
The government should direct relevant authorities to investigate Nicta’s affairs and undertake a forensic audit of its finances and operating accounts, especially in the past five years.
With no board of directors in place to provide oversight and ensure good governance, too much power has been vested in the chief executive officer, who also doubles as director corporate services department, chief accountant and internal auditor.
Staff morale has been at an all-time low.
