Celebration style not explained well

I AM not happy with the arrangements for Independence Day celebrations.
Earlier on, Prime Minister James Marape said he would make an announcement about restricting public gatherings and celebrations in large groups because of Covid-19.
This message was well-received.
However, there was no specific announcement about people’s movement to certain locations.
People were gathering in areas where celebrations were happening .
From their actions, they were not concerned about the Covid-19.
No clear measures were given to avoid large gatherings.
People were confused.
I decided not to move around on Independence Day but I am concerned about the public as large gatherings are easy ways of spreading the Covid-19.
Prove me wrong.
