Central’s capital

IT is sad to know that National Capital District as a province, has never had a capital of its own.
Central Governor Robert Agarobe may want to claim Port Moresby but the laws on provincial and local level governments and the boundaries commission make it quiet difficult for the direct ownership claim quest.
It is a slap in the face for NCDC who had over the years invested its time and resources to build the city to its current state.
Since independence, all provinces were given equal budget grants and resources by the national Government, so where did the successive Central provincial governments invest their share of the money?
Central should establish its own capital given they own all the land outside of NCD
