Commission not funtioning due to lack of cohesion

City commissions in Lae, Mt Hagen and Kokopo are not functioning because of a lack of cohesion between the commission, urban local level government and district development authority, says Constitutional and Law Reform Commission Secretary Dr Eric Kwa.
Speaking to The National yesterday, he said that the onus was on the MPs, presidents of urban LLGs and chief executives of DDAs to decide on how they could work together.
Kwa said he was asked at the Morobe development forum in Lae last week about the Lae commission and he told them the same thing.
The Lae, Mt Hagen and Kokopo commissions were enacted by Parliament in 2016 but not one of them is fully operational.
“The Lae, Mt Hagen and Kokopo city commissions are all in place,” Kwa said. “The issue now is implementation. Implementation is the issue because there are already the urban local level governments, you have the city commission and you also have the DDA.
“Mt Hagen has DDA, Mt Hagen has an urban local level government and now the commission.
“The idea is for them all to merge and operate under the commission.”
