WARD development committees (WDC) in East New Britain are being encouraged to set up by-laws from the Coronavirus (Covid-19) containment strategies that can be used to fine people who break Covid-19 measures.
Speaking at a meeting at the Covid-19 provincial control centre on Monday, provincial administrator and controller Wilson Matava said fining people who broke the curfew and other strategies could enable ward development committees to generate income.
Matava said committees should not ask for money to conduct their surveillance and enforcing compliance in their communities, but, should enact by-laws that they can use to fine people.
This way, committees can be empowered through the funds they raise from their fines, and to avoid the need to ask the local level governments (LLGs) and districts for funding support.
Meanwhile, Matava said the provincial market authority would set out standards that need to be met before any market was set up in the LLGs and wards.
The markets will be categorised into areas of responsibility for wards through their WDCs, LLGs and districts.
