CS needs K10 million for security

THE Correctional Service department needs about K10 million to provide high-fencing and physical control systems at Buimo prison in Lae, says Commissioner Stephen Pokanis.
“The total cost for fencing and other essential physical control systems is estimated at K7 million while the officers’ dormitory will cost around K3m,” he said.
“This is our first priority going forward.
“We want to secure the area as the current low fence is not conducive anymore.
“This is the usual place where detainees escape as it is easy for them to scale over the low fence. That’s why officers need to be there at all times.
“But due to the limited accommodation, we are not able to increase manpower at this time.”
He said it was taking long for those on remand to have their cases heard. One had to wait for 14 years.
Pokanis said this caused frustration leading to breaking out of jail.
On Sunday’s breakout at Buimo, Pokanis said it was 47 prisoners who escaped.
Lae police are assisting warders in looking for the 35.
“We have asked our officers from outside provinces to be on the lookout for the escapees,” he said.

  • Those prisoners are human beings. They are not animals, however the way the warders treat them are like wild animals. They commit crime for reasons or purposes. The reasons why the inmates and remands break out of jail:
    1. Brutal treatment from the Warders
    2. Prolong delay for the court hearing for the remands. Some of them take 6 months or 1 year or even 1 year 6 months for them to appear at court for first or second mention. I am saying this from experience. That could be because police do not provide their investigation reports on time.
    3. Low number of officers
    4. Warders/officers on duty compromise with the prisoners.
    5. Old prison facilities

    The government need to do mass recruitment to boost the manpower in the force. That has to be done base on merits.
    Police and court system need to speed up in their case filings.
