Disappointed to miss Bougainville elections

AS a concerned Bougainvillean living in Manus, I am disappointed that I will not be able to vote.
Only those who stay in Port Moresby, Lae and Rabaul can cast their votes.
This is because the Bougainville electoral commission (BEC) has allowed people from the autonomous region to vote in only these three centres.
The BEC should have amended the election laws to cater for postal voting and allow Bougainvilleans in other provinces to vote.
This is the second election of the autonomous government.
Am I correct to say that only Bougainvilleans living in the three centres will be allowed to take part in the referendum?
It is my Constitutional right to decide on the leaders of my choice.
