Do we have to pay ‘complaint’ fee?

I HAVE seen police personnel asking for “fees” before attending to people’s complaints.
This is becoming a culture in many of our police stations and it is becoming all too familiar to hear “polis kar nogat fuel”.
While I was on my way to Moresby last Thursday at about 3pm, I witnessed a fight about 200m from the Kiunga police station.
However, a police task force unit only went to investigate after an hour the report was made.
The policemen came in a troop carrier, parked their vehicle and joined the crowd to watch the fight which lasted for some two hours.
Why can’t the police unit react to the situation and disperse the crowds within the first 10 minutes when it was reported?
Was it because no fee was paid?
Do we have to pay a complaint fee before the police act?
