Engage youths in civic duties

PRIME Minister James Marape called for ol pikinini man (boys/men) to take back PNG by providing a safe environment for women and girls.
Fine! But I ask, where are the incentives? Agriculture school fee loan? Not good enough.
Not all pikinini man are on their land but are still around towns and cities searching for opportunities. How are they going to get involved? After all, not everyone will be farmers?
Youths are our greatest national assets and unless we can’t identify where they are best fitted in the Stata of State planning, we are in for big trouble of all sorts which we are already experiencing in our societies and the subsequent call by PMJM.
Remember Karl Stack, former West Sepik regional MP in the 80s?
He called for a National Youth Service/Corp. Parliament turned this idea down at its own wisdom then.
It’s worthy to re-visit it again at our current time – in PMJM’s view of taking back PNG.
How or where to start? Re-structure the Public Service ‘cash cow’ currently costing the State K4.2billion per annum in wage bill or one third of our national-common budget and there are only 120,000 public servants out of 8million of us.
Unfair distribution of our limited wealth!!!
Imagine the output if we engaged energies (kilo calories) of youths in civic duties for State which we may want to call National Youth Services/Corp. Put them on a set realistic wages. They can be trained by military under a new structure called Civic Duties (opposed to Infantry).
Over time, the military size is increased with more energetic young men and women on civic duties while mainstream public service cash cow is reduced proportionately.
Currently, PNG Public Service is redundant and repugnant to its purpose but a great liability.
It’s 10.30 am, I am writing this from Boroko bus stop on my phone seeing all these unutilised people (kilo calories) just sitting, sleeping, and doing practically nothing for the country and time wasted as if they belong nowhere…and 44th Independence celebration?
