Explain deduction of teachers’ entitlements

I AM a teacher who has been serving in Gulf for seven years now.
Every year, I have seen and heard complaints by outside and local teachers regarding their leave entitlements.
I appeal to the Teachers Service Commission (TSC) to consider the tireless efforts of your teachers in Gulf and address this matter urgently since there is a mass misappropriation of teachers’ entitlements annually.
According to most teachers, the Gulf education division deducts 75 to 80 per cent of their leave fare entitlements.
Does the TSC authorise these deductions?
Teachers from other provinces also suffer because of the deductions by the TSC through the Gulf education division so we end up stranded in Kerema and Port Moresby, unable to visit our families and children for the Christmas holidays. We have trouble going home almost every Christmas.
How does the Gulf education division expect its teachers in difficult places such as Gulf to enjoy their Christmas vacation and report back for work?
Most of us have met the criteria to earn entitlements but why is the Gulf education division not paying us in full as quoted?
The only deduction that should be done is by the travelling agent and not the provincial division of education. Please investigate this matter and deal with it.
