Explain deductions in leave entitlements

I AM a public servant and presently on my recreational leave.
Since I needed to stay in Port Moresby during this time and not travel to my village, I requested my leave fare in cash.
I eventually received the money but minus 10 per cent.
My head office sent the money for my leave fares to a private company.
They then deposited it in my account, but after deducting 10 per cent for themselves. Why?
The leave fare is my entitlement.
I worked for it, so why is this company benefitting from my work?
Our human resource officer explained that this was the procedure followed if I didn’t get the tickets.
If this is the procedure, it is a stupid one and needs to be changed.
Whether I stay in Port Moresby or go to the village should be up to me.
Whether I want tickets or cash should be up to me.
Why should I be penalised because I chose not to travel to my village?
Are public servants out there happy with this nonsense?
Is it only the staff in my department who are being ripped off?
Can someone please explain the reason I cannot get my full entitlements?
If not, can this dumb procedure be changed to give full benefits to public servants and not to any private company?

  • Valid point. Many times, HR officers take things for granted and do not wish to question the rationale of the procedures. It is about time they keep an open mind when it comes to such things.

  • I think you should be given the ticket to travel to your village. If you decide to stay back and request for cash then it’s a company policy to deduct 10% as you will not be getting the ticket. Your argument is baseless.
