Form 11 killing struggling SMEs

FORM 11, from what I know, is a document signed by a district’s MP after a cheque is raised for a service provider.
For transparency purposes, the MP signs it, giving his consent before the cheque can be accessed with the banks.
That means, without a form 11, a cheque is worthless.
It is a good policy to avoid misappropriation.
However, as a service provider, I have waited three months to receive my form 11 to attach with my cheque to continue my business operations.
In the process of waiting, I have incurred unplanned costs which have affected my business.
That’s the negative part of the policy.
Should I charge the district for loss of business?
Can someone in authority clarify this issue?
It is killing the struggling small and medium enterprises.
