Government contracts

I CANNOT seem to understand why all major infrastructure developmental projects worth millions of kina in Port Moresby and other centres around the country are contracted to foreign-owned construction companies.
I know we have some well-established nationally owned contracting companies with the resources, skills and expertise to do these large projects.
I don’t see a reason why these foreign companies are awarded major projects outright, with full benefits.
Can’t seem to catch the logic of it.
The Government keeps talking about people (citizens) empowerment, but it needs to show proof.
Can someone please enlighten me on this particular issue?
