THE Independent Commission Against Corruption (Icac) is a duplication of the Ombudsman Commission but it will complement the Ombudsman, public prosecutor and police.
The argument that there will be duplication of powers and functions of existing organisations are tenuous and imprudent as stated by Justice Minister and Attorney-General Davis Steven.
The focus of the Icac will be on official corruption and accumulation of unexplained wealth by both leaders and people in the public service. The Ombudsman Commission focuses on leaders and public servants.
Nonetheless, Icac broadens the scope and jurisdiction to grapple corruption in the country.
PNG is a nation known for politicians and leaders acquiring wealth overnight and Icac is the way forward to deal with official corruption.
Icac’s exclusive feature is being independent from the executive arm of the government. However, for Icac to function effectively, there should be strong whistleblower protection.
The Government is commended for building the foundation for development.
Icac will set the bedrock for more investments and improvements in our economy.
