Incompetent people running the NHC

Recently, the prime minister repeated his call about the need of housing in the country.
I have learned from sources that potential foreign investors have shown interest to build and sell houses to the people in Port Moresby and other centres.
However, the only thing stopping them from doing this is the National Housing Corporation (NHC).
Investors after investors gave up because NHC could not facilitate their queries, let alone answering simple questions on housing investment.
I learned that one of the minister’s secretaries has been given the role of managing director of the newly created National Housing Estate Ltd, the special purpose company that is supposed to facilitate the proposals from foreign investors.
There was no recruitment for the job.
How was the person selected?
Is it proper for a person to hold two government positions at the same time?
I was told this person has been globe trotting to secure possible investors but nothing has materialised.
The latest information I have is about a foreign investor who is frustrated because of the lack of response from National Housing Estate.
The potential investor is planning to go directly to the prime minister or will withdraw his interest and go elsewhere.
This is another opportunity lost simply because the housing authorities are slack and incompetent.
