Intake of new CS staff biased

THE government does not appear to be concerned about the rising law and order problem in PNG.
While the people are understandably concerned, especially with so many convicted criminals on the loose, the government needs to put more money to improve and upgrade the entire CS institution.
It must also recruit new more officers.
I wonder what the criteria are. 
The minimum qualification must be Grade 12 but from what I saw during the recent recruitment exercise at the CS headquarters, those shortlisted are wantoks of current CS staff and not on merit.
PNG needs to change its recruitment system and also the way these CS institutions are managed.
With so many breakouts taking place all over the country, what good will it do to if the sons and daughters of the present officers are recruited?
It is a shame and slap in the face.
