Kramer explains Madang’s law, order programme

THE establishment of a community law and order programme is part of phase three of the “operation make Madang safe again” initiative by Madang MP and Police Minister Bryan Kramer.
“Ward level teams will be formed to participate in this programme,” Kramer said.
“Each team will be made up of ward law and order committee representatives (chairman, women, church and youth representatives) and 20 youths, who will work as community police,” he said.
“Following the commissioning of each team, they will undertake awareness campaigns throughout the villages in their wards, focusing on the introduction of community law and order by-laws.”
Kramer said: “The by-laws have been developed following consultation with police, village court magistrates and the Madang district project office. The by-laws incorporate provisions of the Criminal Code and Summary Offences Act as well as existing cultural and traditional laws”.
“Awareness on the by-laws will be carried out village-to-village so each member of the community is fully informed on the law and their rights before they are enforced by the team,” he said.
