Lae bus fare hike queried

WHY pay more when there is a standard fee charged?
As a commuter in Lae, I feel that I am being robbed by the owners of PMV buses who are charging a higher fare which has not been approved by the transport authority.
The authority has authorised a fare of 70t for within the city, but instead we are being charged K1.
Can someone tell me if the K1 fare is legal?
