Land titles given to staff as part of commission’s scheme

MORE than 70 staff members of the National Capital District Commission (NCDC) received land titles yesterday as part of the commission’s home ownership scheme (HOS).
NCD Governor Powes Parkop told the staff that they should fulfil their “social contract” by giving back 100 per cent to the commission when doing their duties.
“We must make this social contract work. The social contract is that the commission will pay you, will give you benefits, will give you this type of land entitlements, but in return you must give 100 per cent to the commission and more importantly to the city, ”Parkop said.
Although one of the criteria for the HOS was based on employees serving for more than five years, Parkop said that he would work with the HOS management to change this so employees who had been performing according to the commission’s key performance indicators were rewarded.
Parkop reassured HOS recipients that the host location of the scheme, Morata 2, was not as bad as people made it out to be.
“I want to assure the 77 people who are going to get titles at Morata 2, that the place is not bad as it seems. Morata is no longer in the periphery but will be a city centre”, he said.
He said Morata 2 was in line with his plans for converting the city’s settlements into suburbs.
Coordinator of the NCDC HOS Victor Lakae said original (land) titles were held back for safekeeping and woud be returned to the owners once payment was completed.
“The original title will then be surrendered to BSP, which is our financier for home loans and it will be mortgaged when many of you today receiving the titles decide to get a loan,” Lakae said.
“However, when you top up with HOS assistance and Nambawan Super, your title will be given to you.”

  • IN August 2013, the NCDC City Authority in the pretext of city development forcefully evicted more than 3000 settlers from Morata One in the National Capital District to allow construction of the new road from Gerehu to Waigani. The evicted settlers who have been living there for more than 30 years are now finding it hard to resettle and start a new life again after the (NCDC) failed to allocate new land or pay them compensation prior to destroying their homes and properties. More than 120 houses including permanent houses were demolished and its settlers are displaced and helpless.
    On the contrary, the NCDC Governor, Powes Parkop as the NCDC Physical Planning Board chairman has seen fit to allocate 10 hectares of unused land at Red Hills of Gerehu, Stage 3 B of the Port Moresby North West Electorate to illegal immigrants of the Indonesian Province of West Papua. Why is the NCDC City Authority ignoring and depriving the rights of the legitimate local settlers while serving interest of foreigners from Indonesia?

  • NCD governor is a sympathetic person but gave the land illegally to his people because He is one of them from that side..

  • Land titles have been given to settlers on state land.What about CUSTOMARY LAND..Are they also going to do the same, or only Customary Land Owners will get the titles
