Laughing matter

THE National Capital District Commission has hired security guards to look after billboards, signposts and new bus stops.
Why?
It does not make sense all, when there are laws already in place to be utilised. I personally hate to see my brother guarding a bus stop 24/7. It is a laughing matter when the country’s laws, put in place to stop graffiti vandalism, spitting and littering, are either ignored or not being implemented.
So for how long will we have this people sit around at bus stops?
