WITH the local level government elections looming in a few months, there is one aspect of our third-tier system of government that needs to be seriously defined to actually give purpose to the existence.
Our Westminster system of government allows for the existence of local level governments.
However, LLG councillors, who are the most immediate and

accessible mandated leaders to the people, do not have financial autonomy as enjoyed by MPs.
Our poor LLG councillors do not have access to reasonable funding at their disposal to deliver to the people.
There is a huge disparity in financial autonomy between these two levels of government.
I believe the councilors can deliver to some measurable degree of satisfaction, as the provinces with the assistance of national departments will have the capacity to monitor and manage such funding.
Otherwise, there is not much promise for the councillors in respect of service delivery.
