Lupari’s contract ends Feb 12

ISAAC Lupari says his contract as the Government Chief Secretary will expire next month and he is still in office to serve the Government and country.
In response to a post on social media that went viral yesterday claiming that the Government through Cabinet had made a decision to appoint someone, a woman, to replace him, Lupari said:
“I understand the Department of Personnel Management (DPM) is still processing the applications and after consultation with Public Service Commission (PSC), it will be submitted to the National Executive Council (NEC) for the decision.”
“My contract expires on 12 Feb so (I’m) here performing my duties.
“My understanding (is that), NEC will make the decision before the expiry.”
Social media claimed in August that someone had been appointed to the position.
That was however, refuted by the Government through former Public Service Minister Westly Nukundj.
Nukundj said there would be no short-cuts in the appointment.
Prime Minister James Marape instructed to advertise the position and called for applications late last year.

  • Many people built private wealth out of public money in the period PO was PM. This current chief Secretary was at the helm twisting, turning and bending government policies to make what they were doing official and legal. Before he leaves, a clear terms of reference to investigate and punish him for his part ought to be developed. Then notify him before showing him the door into the waiting room for investigation and punishment.

  • Good Point, However, Lets wait for the outcome from NEC. PNG is the Land of Expect the Unexpected so we never know, what will be the result. But for now, let us wait for the formal process to take its course. Isaac Lupari is the good citizen but the way PNG government is running does not create the rooms for the department heads to perform their task without fear & favor. Therefore, the departments heads and public servants are only doing their jobs for their earnings.

    I am not supporting Isaac Lupari but this is the way I think, it may be the contributing factors.

  • Very interesting to know the outcome of this top post comes Feb 12. I think this will also test the current government in honoring their policy of take back PNG. Lets wait to see that forthcoming

    I was appointed by the Ministerial Appointments Committee in January of 2016 to be the Chief Secretary after being interviewed by Deloitte as you were in January 2016. That appointment should be honored. It is still legally binding. Isaac Lupari was never appointed Chief Secretary by the Ministerial Appointments Committee or by the National Executive Council in either January or February of 2016.. His Appointment was based on only a verbal announcement by Prime Minister Peter O’Neil on Sunday 7 February 2016. The Appointment was never Gazetted, and no Contract of Employment was ever prepared or signed by the State or Isaac Lupari. He continued on the Payroll of the Government as the Prime Minister’s Chief of Staff.
