Minister confirms return of deportee

IMMIGRATION Minister Petrus Thomas has confirmed that a Malaysian deported for transnational criminal activities in 2012 is now back in the country.
“Kevin He Kay came back two weeks ago and I have instructed the chief migration officer to get the police to investigate how he had returned,” Thomas said.
Northern Governor Gary Juffa has questioned Kay’s re-entry into the country after his deportation in 2012 for stealing cargo containers at the Port Moresby wharf in 2002.
Thomas said the Immigration minister had approved Kay deportation in 2012.
“Kay was deported, but then there were insufficient information to stop him from returning,” Thomas said.
“I’m also aware of his convictions. And I want us to take note that after the then minister has given his removal order, and if that person exits in the country, that means that order has been executed.
“So if he wants to return to the country, then he must apply in the normal process administratively.
“And again it has to be assessed to meet the requirements of the visa applications to get back into the country. And, of course, I’m aware that he was granted a multi-short-term visa and entered the country.
“I have instructed the CMO to advise. Police are currently working on it. And once we have the findings, I’ll make an announcement.
Thomas said they have systems to detect and stop International fugitives on the blacklist from entering the country. But I think those people on the blacklist come through the administrative process which I need to tighten up so such practice does not happen again,” he said.
