I AM a service provider to the NCDC.
The governor has introduced a clearance system where those involved in a particular service sign a clearance form before a payment requisition form can be filled and signed by the city manager for payment.
Whist the intention is good to eradicate false claims, I found out recently how inefficient it was.
The clearance system has created another layer of red tape that contributed to inefficiency of the commission to execute payment.
The system goes like this; for any payment, a clearance form has to be signed firstly by the programme officer, followed by the divisional head, then deputy city manager, followed by city manager and finally by the governor.
After the governor has signed the form, it goes back to the requisition officer who fills in the expenditure forms and he takes it to the city manager for his signature before it goes to the finance director and eventually to the accounts section.
What a cumbersome system.
I have experienced this inefficiency and call on the governor to look at a better way.
I submitted my claim 22 days ago, and until today, I have no idea what is happening to my claim and when I will be paid.
It went to the divisional head and stayed there for eight days, which means out of the 20 working days in a months, his delay caused 35% of inefficiency, with another two days wasted waiting for the programme officer to sign and so on.
What I learned troubled me immensely when my claim sat in the governor’s office for 10 days, which contributed to 50% of the inefficiency.
Before I wrote this letter, I made it a point to check with other service providers and they also expressed the same concern.
