Not on the common roll but still being taxed

IT is a challenge to the Electoral Commissioner and his team and also the Government of the day.
Many public servants do not have their names on the common roll, to cast their votes, however, the IRC (Internal Revenue Commission) database have their names and collected tax every pay day/ fortnight.
