Officer at Wewak post office unfair

I WENT to the Madang post office to send money to my child who is attending a school in Wewak on April 2.
I used the phone SMK service to send K110 to him.
I was also told to pay
a service fee of K12
which I did and a receipt was issued to me.
On April 4, my son
went to the post office with his mobile phone to identify himself and collect his K110.
However, a female officer serving the SMK counter told him that he will only collect K100
and that the K10 is for service fee.
I am a regular user of
the SMK service and I know the receiver does not have to pay any fees.
This is because the sender has already paid the service fee.
As such, I cannot understand why this officer charged my son K10.
