Officer overlooks illegal payments

I WOULD like to point out an incident where a policeman ignored an illegal activity committed in full view and failed to do something.
On Dec 14 2017, I was travelling to Lae from Hagen and came upon a section in Kainantu at Namura where people were clearing a small landslip and collecting money from motorists.
A 15-seater PMV bus and a Toyota Land Cruiser ahead of me paid their ‘pass through’ payments and then it was my turn.
As my offsider was giving K2 to the opportunists, a white Toyota Land Cruiser driven by a policeman in full uniform with others on board, drove through without asking why money was being illegally collected from vehicles.
It is a common sight along the Highlands Highway for youths to do unlawful patching up of roads and collect money from motorists.
That policeman and his group could have displayed their constitutional power.
The opportunists have won with their illegal activity.
