Organisations disappointed over Bill

MOST statutory organisations have expressed disappointment at the Non-Tax Revenue Administration Bill.
Concerns were raised during a consultation meeting hosted by the Finance and Treasury Departments last week to gauge views from those organisations on the new bill which will replace the Public Money Management Regulation Act that the Supreme Court ruled against last May.
National Agriculture Quarantine and Inspection Authority (Naqia) managing director Joel Alu said Naqia needed to be considered as an emergency organisation.
“Naqia is a very important bio-security organisation,” he said.
“It monitors pests coming into the country and we do monitoring and surveillance.
“Our operations are 24 hours.
“I manage some of the best scientists in this country who are on alert 24 hours.
“You can’t put institutions like Naqia in the same category as the others, you must consider Naqia as an emergency organisation.
“We don’t need to wait for Finance to give us money within three days or so.
“We must be able to disburse our scientists as and when there is an emergency.”
Mineral Resources Authority (MRA) managing director Jerry Garry said MRA was conceived because the Department of Mining then was unable to adequately service the mining industry in the country.
