Police blame CS for delay

POLICE in Lae have accused authorities at the Buimo prison of delaying the post-mortem process for the 11 prisoners shot dead during a breakout on Aug 14.
Their bodies are still at the hospital mortuary in Lae.
Forensic science detective Chief Superintendent Philip Rambaliku said a court order for the post-mortem process was issued last week but the Lae Correctional Service (CS) has not made the necessary morgue arrangements, forcing the delay.
He said the post-mortem was a crucial part of any homicide investigation.
“And when one party is slow, it affects the whole process,” he said
“Eleven is a big number and the post-mortem has to be very thorough.
“We have to go through all injuries and check on vital organs.”
He said the findings would be made known during the coroner’s inquest.
He also said the delay in investigations was putting a lot of stress on the relatives of the 11 prisoners.
“I feel sorry for the relatives who want to give their deceased a decent burial.
“A month has passed since the shooting on Aug 14,” he said.
Buimo Prison commander Chief Superintendent Judy Tara said they were making arrangements for the coffins before proceeding with the morgue and post-mortem arrangements “as is the normal practice”.
“There’s been no proper consultation from the police and they’ve gone ahead with the post-mortem,” Chief Supt Tara said.
“We (CS) are the custodians of the bodies so we organise with the relatives, prepare the coffins and documentation for the morgue, before any post-mortem can be conducted with the CS, relatives and police present.”

  • The loss of 11 should compensated by the department concerned, All CIS officers in the Biuno should have their pay deducted in contributions to the deceased relatives, we are not trained to take the life others, the lame excuses as, this was done in self defense, you have failed in the first place to control mass, if you had done you part, mass would not break out, good learning for CIS officers they be pernalised by payroll deduction for a year to compensate those died…

    • Joel Ima you should also know that those deaths are criminals who broke out of the prison. And you are writing like a CIS personal. If you are then you better shut up or come out clear publicly and raise your concern. On the same token can you bring all those escapees back into the fold (CIS Buimo)??
      I feel for the deceased but they should respect the rule of Law and stay rather than taking the law into their own hands running for freedom while you have a tag on your head for the time you are to serve.
      Simply blame the government to improve prison facilities nationwide and have a proportionate prison camp considering overcrowding. Delay in justice is another factor too. Don’t shift the blame to CIS personals. They are performing their duty.
      I am totally against this idea.

  • Those 11 deceased know very well that if they try to escape, the outcome is coffin boxes so pls wait for CIS officers to do their parts. Shame on the relatives who are going to the Police and complaining. Rhe government departments are struggling for funds. Keep up the good works CIS. This country will move ahead and progress without criminal activities and law breakers. Let us keep learning and be blinded always.

  • Thank you Tim for the fair commentary. Although we feel for the deceased and their relatives, CIS officers only discharged their duties within the laws of the land. The government should improve prison facilities. Courts should deliver justice quickly. Appoint more magistrates and judges to fast track back log of cases.

  • CIS officers are trained to correct, trained to give them the best counselling & protect the so called criminals, after their term expires they can be good citizens of these nation, they also can see the fruit of their counselling, shooting I believe not part of the Law, they play only the role to protect.

    The failure in this part is, officers on guard should know what is next when symptoms developed before the mass breakout. There are symptoms that develop as a warning, that is mas breakout will eventuate, then officer is to take the control measure before mass breakout, failure is control little steps, failed to take control the mass shooting took place, they should be accountable…..

  • Can Police investigate on those CIS guards who short and killed this escapees/Prisoners , is it because of other reasons like conditions of the state of prisons or other reasons , how did they break out ? was it done willfully to get rid of the prisoners . From my view this are human beings not pigs or dogs that you can just take someone else life, life is a itself is precious and is a gift from God and it is very valuable despite of the type of criminal offence caused by these prisoners they have terms to complete if they were escaping they (CIS guards) should shoot and wound them (shoot their legs) so they won’t escape.
