Poor internet services

We are writing to share our views on the state of the internet services in Lae.
We are grade 5 students at Lae International School. We’d like to tell the telecommunications companies that are providing internet services in Papua New Guinea that most times the network is so poor that we are unable to access the internet for research purposes.
Most times we cannot use the internet for research purposes, either at school or at home, because the network is always down – even if the services had been paid for. In the end, we usually resort to asking our parents to use their data.
Can the telecommunications companies explain why this is the case and do something to improve internet services in Lae?
