I NOTE with special interest the recent appointment of a principal of a national high school and business college by the Higher Education Research Science and Technology Minister Pila Niningi.
Currently, under the Teaching Service Act 1988, the appointment of teachers or lecturers in these national institutions is vested with the National Education Board.
Section 39(2) of the Teaching Service Act specifically provides that appointments of teachers in national institutions shall be made by the NEB after having received recommendations from the respective governing councils.
National institutions referred to under section 39 (2) include national high schools, teachers’ colleges, businesses colleges and poly-technical colleges and technical colleges.
It would be interesting to hear from the minister as to which law he relies on, in repealing the Teaching Service Act 1988 by removing the powers of the NEB in appointing teachers teaching in national institutions.
The minister needs to be advised properly as to whether he has powers in the appointment of teachers teaching in national institutions.
