Quality roads

QUALITY road infrastructure equates to services.
Quality road construction depends on availability of institutional capability and a competitive, transparent and accountable process.
A competitive, transparent and accountable construction process starts from decision, conception, design, tender, review and actual construction of a road.
A review must be taken after construction to ensure the road conforms to domestic and international design standards, material used is of quality and durability, and within budget.
It is not clear whether major road construction works that have been completed and those that are under construction in National Capital District (NCD) have gone through a rigorous, competitive, transparent and accountable process.
There are also roadworks that are dominated by foreign construction workers.
It remains unclear whether their employment is in accordance with the immigration and labour laws of PNG.
