Process data in provinces

MAY I suggest a solution to the Minister and Secretary for Education for the ongoing tuition fee free (TFF) woes.
Currently, school enrollment data is input in Port Moresby before payment is progressed.
Why can’t we bring this process to each district and have the district education managers be responsible and accountable for this task?
