Proposed building for market incomplete

THIS building is supposed to be a vegetable market for the residents along the Kanage Street.
It is situated at junction of Kanage Street joining the Morea-Tobo road.
The initial construction phase started in February this year and was abruptly stopped in late March.
The project is said to be valued at K140,000 funded from Moresby North East funds.
Can the contractor and local MP explain as to why the project is incomplete and the remainder or unused money?
