Former Petroleum Department acting secretary Kepsey Puiye says he did not receive any formal letter from Petroleum Minister Dr Fabian Pok advising him of the revocation of his appointment.
He said he was also not advised by Public Service Minister Elias Kapavore. Puiye said because of this, and that the ministerial executive appointment committee (MEAC) had no power to overturn a binding National Executive Council (NEC) decision over his acting appointment, he did not attend a hand-over ceremony on Monday.
“Furthermore, as a professional and citizen of this country, let me unequivocally state here that the appointment of people to senior positions must be based on merit.
“The person’s (Lohial Nuau) appointed to replace me holds a substantive position of Grade 13, landowner liaison officer, a position far below assistant director or assistant secretary level in the public service.
“The minimum qualification requirement for the position of secretary is a master’s degree and management experience of more than five years.
“If we don’t respect and protect the processes, systems and institutions of the State in respect to appointments of senior Government advisers, then there is a serious danger of us destroying this nation.”
