VISA and immigration rules should be reviewed because they are affecting the overall economic planning and development of Papua New Guinea.
Foreigners who cannot write and speak English are coming to the country in large numbers.
They are everywhere and in every sector of the country.
How these people entered the country remains a mystery.
This problem is a major cost to the development of this country.
Businesses managed by most of these foreigners operate in unhealthy conditions.
It is a major health hazard to themselves and the people of this country.
The Coronavirus (Covid-19) pandemic emerged from this sort of environment.
Such facts are not well understood in PNG.
These businesses evade paying taxes and fees to the local, provincial and national governments.
Foreign business owners usually come up with excuses of language barrier and difficulty in understanding rules, directions and laws of the land.
It makes it hard to spend money on critical services and infrastructure to develop the country.
Foreign-owned and operated establishments do not supply vital data to responsible government institutions for economic planning and management.
It makes it difficult for the institutions to understand development and trends in order to make important economic policy decisions, which will impact on the lives of the people of this country.
Some sectors of the economy are adversely affected by rules-of-origin, which circumvent the laws and institutional establishments of PNG and encourage influx of foreigners. A very good example of this is the construction industry, which has been virtually taken over by the foreign-owned companies.
The majority of these companies are funded by the Asian Development Bank with loans from China that do sub-standard construction work in the country.
This is costing PNG a huge mountain of national debt in terms of debt servicing. Ultimately, unemployment in PNG is worsened because either foreigners replace locals or more foreigners are recruited to do jobs that locals can do or perform better.
Please audit the Department of Foreign Affairs and Trade, Immigration and Citizenship Authority, Department of Treasury and the construction industry and clean out this mess for a better future.
