Road contractors not doing well

I TRAVEL daily between Jiwaka and Mt Hagen and observe that the company contracted to maintain this part of the highway is not qualified.
The upgrading and resealing is very poor.
Where are the Works engineers who are supposed to supervise this portion of the road?
We know the Government is spending millions of kina for these roads but it’s of very low quality compared to the Chimbu portion.
The contractor who was contracted to work on the Chimbu portion has done a great job.
