Self-reliance seen as opening doors to financial security

FINANCIAL self-reliance is a stepping stone to greater independence, Autonomous Bougainville Government president John Momis says.
He said ABG had gradually been given regulatory powers over several economic sectors with fisheries being the latest, and others to follow.
Momis said the agreement signed with National Fisheries Authority this week would pave the way for greater fiscal self-reliance for the ABG.
“The agreement begins the transfer of powers for a sector that has great potential for the people and the government to benefit from our resources,” he said.
“Similar areas should be looked at.
“These are the areas that will pave the way for greater self-determination as contained in the terms of the Peace Agreement.”
Momis said the next area to look at was greater policing powers as it would allow for a successful referendum next year and a platform for sectors to grow.
“I think we should take on responsibility to improve our police performance here in Bougainville, as the current arrangement is not working,” he said.
“In Bougainville, it is typical post-war situation where we are trying to develop new things, and at the same time we have to reconstruct.
“If there is no proper policing, any other powers will not be fully carried out.
“I would like to take up this issue with the national Government, because with the impending referendum, you need law and order for a conducive atmosphere.
“Although police powers have been delegated, it is still controlled by the national Government because they control the funding and we have to make do with what they give us.”
