Service providers still waiting for payments

I AM a service provider and have not been paid for services rendered.
All the outstanding from 2017 are not yet paid.
Service providers during the Kandep recount are facing the same issue.
They are still waiting for their payments.
There is no payment yet.
Can the Chimbu electoral manager do something about this?
